Charlton CPZ Update

During April 2023, the Council held a consultation on proposals to change parking controls in the area surrounding Charlton station. This was in response to comments and concerns we were receiving about parking problems affecting the existing Charlton ‘C’ Controlled Parking Zone (CPZ). The proposed changes will see the introduction of a new Charlton Station ‘CS’ zone in roads close to Charlton station. The boundary of the remainder of the existing Charlton ‘C’ zone is to remain unchanged, but permit controls are to be extended to cover additional roads within that zone. How will the CPZ restrictions work?

Charlton Station ‘CS’ Zone- the new zone will operate:

Monday – Saturday, from 9am to 6.30pm.

Charlton ‘C’ Zone- the amended zone will operate:

Monday – Saturday, from 9am to 6.30pm.

During these periods, permit parking bays will be available to permit holders only. Charlton ‘C’ CPZ permits will be valid for use in the Charlton ‘C’ zone only, while Charlton Station ‘CS’ permits will be valid for use in the Charlton Station ‘CS’ zone only. Permits will not be interchangeable between the two zones.

Waiting restrictions indicated by single yellow lines will operate during the same periods (except where otherwise stated by a yellow sign). Double yellow lines will apply at all times.

When will the scheme be introduced?

The scheme will become operational in December 2023.

Traffic signs and road markings will be installed in the coming weeks. Please note that all existing parking controls will apply until the new controls come into operation.

If you live or run a business on a road where the CPZs will operate, you or any visitors wishing to park on-street during controlled times will need to have a valid permit or visitor voucher for either the ‘C’ or ‘CS’ zone, otherwise you may receive a Penalty Charge Notice (PCN). Please note that you will only be eligible for a permit for the CPZ your property is located within.

An update letter will be distributed to residents and businesses shortly, which will provide further information on the start date and on how to apply for a permit.

Charlton Match Day Parking Controls

During the Charlton CPZ consultation, concerns were raised about the impact of parking in the area surrounding the Charlton Athletic stadium (The Valley) on match days. We received requests asking that we consider introducing match day parking controls.

In response to those concerns, we have agreed to undertake a further consultation, read about our Charlton Match Day Parking Controls consultations.

The introduction of match day parking in the Charlton area will be subject to the outcome of this separate consultation. If introduced, match day parking controls would be in addition to those detailed above and would only be in operation on days when football matches are taking place at The Valley.

This does not impact the implementation of the Charlton ‘C’ and Charlton ‘CS’ zones, which will be introduced shortly and on non-match days, will operate as detailed above.

Changes to Abbey Wood parking regulations to support community needs

Following consultation with residents and businesses, the Council is changing parking regulations around Abbey Wood station to protect parking for the local community and reduce congestion.

The changes are being introduced as a result of valuable feedback received from the community, where a majority of people expressed support for permit controls in the area.

Starting from 4 September 2023, the existing Abbey Wood (AW) Controlled Parking Zone (CPZ) will be extended to include additional roads and a second CPZ, known as the Outer Abbey Wood (OA) CPZ will be created in other local roads. The two CPZs will help regulate parking and reduce congestion around the area. Signs and road markings will be installed in weeks before the CPZs become operational.

Cllr Averil Lekau, Deputy Leader and Cabinet Member for Climate Change, Environment and Transport, said:

"The scheme at Abbey Wood will protect parking for residents, businesses and their visitors, where we’ve seen a higher demand for parking since the start of the Elizabeth Line services. It will also help to reduce people’s reliance on cars and encourage greater use of public transport. This will bring a variety of benefits to the neighbourhood, including reduced traffic congestion and improving safety for pedestrians and cyclists.”

How does this affect you?

If you live or run a business in a road where the CPZs will operate, you or any visitors wishing to park on-street during controlled times will need to have a valid permit or visitor voucher for either the ‘AW’ or ‘AO’ zone, otherwise you may receive a Penalty Charge Notice (PCN). Please note that you will only be eligible for a permit for the CPZ your property is located within. It's essential to note that permits for the existing Abbey Wood CPZ (AW) and the new AO zone are separate, and one will not be valid in the other.
