Match day parking control

The Council is proposing to proposing match day parking controls in the area surrounding Charlton Athletic’s The Valley, football stadium.

Roads affected by this proposal are located within the Charlton ‘C’ and proposed Charlton Station ‘CS’ Controlled Parking Zones (CPZs), for which a consultation was held earlier this year. For information on that consultation, please see: Charlton CPZ.

The amendments to the Charlton ‘C’ CPZ and introduction of a new Charlton Station ‘CS’ CPZ are expected to be complete and come into operation this December. Information on the outcome of the Charlton CPZ consultation can be found on Charlton CPZ Update.

Why are we proposing match day parking controls?

An outcome of the Charlton CPZ was the level of concern about the impact of match day parking on roads in the areas surrounding The Valley stadium. During the consultation we received representations requesting the Council consider the introduction of match days parking controls.

To minimise the impact of match day parking in the area, the club has been actively seeking to encourage supporters to travel to the stadium by public transport and provides a ‘Valley Express’ coach service with pick-up points available across Kent and Sussex.

However, without on-street parking controls, it is likely that spectators will continue to drive in to the area and park in residential streets. This can have a significant and negative impact in terms of vehicle emissions and congestion and add further parking pressures on already limited kerb space for residents and local businesses.

How will the proposed match day controls operate?

Match day parking controls would be introduced on roads throughout the Charlton ‘C’ and proposed Charlton Station ‘CS’ CPZs. An overview plan of the affected area can be found at the bottom of this page. Details of how the proposals would affect specific roads can be found in the Frequently Asked Questions section below. 

Operational periods of the ‘C’ and ‘CS’ zones are Monday to Friday, 9am to 6.30pm. Match day parking controls would see the hours of operation extended to 9am to 9pm on match days only. Match day parking controls would also operate when fixtures are played on Sunday’s and Public Holidays.

Match day parking controls and the extended hours of operation would apply to permit parking bays, permit parking areas, and to most of the single yellow lines (unless otherwise indicated by a yellow sign plate) within those CPZs.

Permit parking bays that currently to allow non-permit holders to park for free for up to 2 hours during CPZ operational hours, would not be available on match days. However, that facility would remain available on non-match days.

How will the match day controls be signed?

An example of typical CPZ signs is provided below. An entry sign would be located on each entry point to the zone, while parking bay sign would be placed alongside permit parking bays within that zone. Each type of sing would display both the CPZ operational hours, and the proposed match day operational hours.

Frequently Asked Questions

Match day parking controls will operate on match days in permit parking bays that are accompanied by signs that contain the text “Match Days” along with the relevant operational hours. A list of road in which these bays would be located is provided below:

Charlton ‘C’ Controlled Parking Zone

Charlton ‘CS’ Controlled Parking Zone

Barney Close, Charlton Church Lane, Delafield Road, Floyd Road, Rathmore Road, Troughton Road, Victoria Way (North of the railway bridge adjacent to No. 42).

The proposed time periods are intended to cover all expected kick-off times for all competitions that Charlton Athletic are anticipate to compete in. Consideration has also been given to maintaining continuity with the operational hours of the existing Charlton ‘C’ and Charlton ‘CS’ CPZs which also start at 9am.

We acknowledge that some matches will continue beyond 9pm. But by this point, supporters will have already arrived at the stadium prior to kick-off. Maintaining parking controls beyond 9pm is therefore considered unnecessary.

Consideration has also been given to a potential for a wider variety of kick-off times and larger attendances should Charlton Athletic FC progress to the Championship or the Premier League. Leagues that it should be noted the club have successfully competed in during many previous years.

Options for alternative hours for match day controls have been considered, whereby they could be varied to suit fixture played midweek, on weekends or on public holidays. However, the inclusion of additional time periods on the traffic signs required to convey this information, can result in overly complex signs that can be large and difficult to understand. An example of these signs is provided above. 

Match day parking controls will apply to PPAs within the CPZ. These are areas indicated by a sign on the entry point and repeater signs along the affected lengths of road. The main difference between a PPA and a CPZ being that there is no requirement to provide permit parking bays in those areas.

On match days parking in PPAs will be limited to permit holders only. This would affect the following roads:

Yes, these bays are available to all users, including non-permit holders in accordance with the information conveyed on signs that accompany those bays. These bays are located on the following roads in the Charlton ‘C’ zone:

Please note there are no parking bays of this type currently in the Charlton Station ‘CS’ CPZ.

Roads marked as “Permit Exemption Areas”, are those where parking bays are not restricted to permit holders only.

Parking bays in these roads, which are accompanied by a sign stating “Free”, are available to non-permit holders on any day, including match days. These parking bays are located on the following roads:

Bowater Place, Calydon Road, Charlton Road (between Wyndcliff Road and Bramhope Lane), Eastcombe Avenue, Flamsteed Road, Fossdene Road, Heathwood Gardens, Horn Lane, Kinveachy Gardens, Lizban Street, McCall Crescent, Old Dover Road, Reynolds Place, Riverside, Sun Lane, Sunfields Place, Tallis Grove, The Heights, Thorntree Road, Valley Grove, Victoria Way (South of No. 89), Woodland Terrace.

On match days, the operational hours of any single yellow line, on any of the roads in the Permit Exemption Areas, will be extended to 9pm, (except where a yellow sign indicates alternative operational hours). On non-match days, CPZ operational hours will apply.

No. Match day parking controls will only operate on roads managed by the Royal Borough of Greenwich that are classified as public highway.

Private roads may be subject to separate parking arrangements or controls that are managed by the individual landowners or management agents. Roads that are managed by Greenwich Homes may also have separate parking and permit arrangements.

On any private road or road managed by Greenwich Housing, that has separate parking arrangements, those controls should be clearly signed. The provision of signing on those roads and the management and enforcement of any parking controls that apply to those roads will be the responsibility of the relevant land owner.

Details of when match day parking controls will be in operation will be provided in advance on the Council’s website. Signing will be provided at all entry points to the zone to indicate if match days controls are in operation on that day. On all other non-match days, the usual CPZ controls will apply.

During April and May of 2023, a consultation was held on a proposal to extend permit parking controls to roads within the existing Charlton ‘C’ CPZ, where parking bays were free to use and did not require permits

On roads where this proposal was supported, free parking bays are to be converted to permit parking bays. In roads where the proposal was opposed, parking bays will remain exempt from parking permits and will continue to be free to use.

As the previous consultation did not include provision for match day parking controls, those who would be affected by the proposal have not yet been provided with an opportunity to view or comment.

By advertising these proposals and undertaking a further consultation, we are providing a 21 day period in which those affected are informed and will have a 21 day period in which representations for or against the proposal can be submitted.

Permits will only be available to residents and businesses located within the zone. No. Match day parking controls will only apply to permit parking bays located in the Charlton ‘C’ and Charlton Station ‘CS’ CPZs. Any permits issues for use in those zone will also be valid when match day parking controls are in operation.

Works that are due to be undertaken in the coming weeks relate to a previous consultation on proposals to extend permit parking controls in the Charlton area. Details of that scheme can be found here: Charlton CPZ Update.

That proposal has now been approved and works will be undertaken to replace road signs in some of the parking bays within the zone that are to be converted to permit parking bays and the introduction of the new Charlton Station ‘CS’ zone. Works also include a refresh of existing road markings and replacing single yellow lines with double yellow lines at junctions and other areas where parking has been reported to cause obstruction.

A decision on match day parking controls will not be made until after the conclusion of this consultation period. Any works that would be required as part of this match day proposal will be subject to approval from the Cabinet Member for Climate Change, Environment and Transport and will not be carried out until after that decision has been made.

We will acknowledge receipt of all representation that either support or oppose the proposal. Regrettably, due to the high number of representations we normally receive to consultations such as this, we will be unable to provide a full response to individual submissions.

Please be assured however, that we will carefully consider all representations we receive in full. Your representation will be included in a report on the consultation that will be submitted to the Cabinet Member for Climate Change, Environment who will make a final decision. This report will include an officer response to all representations. Information on how you can view that response will be provided following the conclusion of the consultation process.

Prior to the start of both the Charlton ‘C’ and Charlton Station ‘CS’ consultation and the Charlton Match Day consultation, letters were distributed to all properties within the affected areas. A public notice was placed in the London Gazette and the local press. Street notices were placed on lamp columns on all roads throughout the area and information on the consultation has been provided on the council’s website. 

Following the conclusion of the consultation period, officers will prepare a report on the consultation. This will include details of the proposals, information on the consultation and details of all representations received.

The report will include an officer response to those submissions and having considered those representations, a recommendation on how to proceed. This may include:

 

  • To proceed with the implementation of the proposed scheme; or
  • To proceed with an amended scheme that may include only part of the scheme as proposed or with minor amendments.
  • To proceed, but with significant amendments to the initial proposal. In such cases, a further consultation may be required.
  • Not to proceed with implementation of any part of the proposed scheme.

The report will then be submitted to the Cabinet Member for Climate Change, Environment who will make a final decision.

Once a decision has been made, we will write to those who took part in the consultation to provide an update. An update will also be provided on our website. We will also provide information on how you can view the report.

If a scheme is approved to proceed, we will provide details on how you can apply for permits and the date on which the scheme is to come in to operation.
